Allows qualified persons to register to vote simultaneously with applications for hunting licenses, fishing licenses, or both through the Department of Environmental Conservation.

Department of Environmental Conservation must design integrated forms with State Board of Elections approval that include voter registration information without duplicating license application data.

Forms must include voter eligibility statements, attestations under penalty of perjury, and require applicants to affirmatively check a box to register or decline registration.

Department of Environmental Conservation must transmit completed registration applications to local boards of elections within 10 days, or by the 20th day before an election if received between the 25th and 30th day before an election.

Establishes strict neutrality requirements prohibiting discouragement of voter registration, mandating equal assistance to registration applicants, and protecting privacy of declinations to register.
