Prohibits the future siting and construction of battery energy storage systems and related facilities on Staten Island, regardless of scale or storage capacity, with exceptions for industrial zones and small-scale residential applications.

Defines battery energy storage systems as devices assembled together capable of storing energy for future electrical supply, excluding standalone 12-volt car batteries and electric vehicle motors.

Classifies battery energy storage systems into tier one (aggregate capacity ≤600 kilowatt hours with single technology) and tier two (capacity >600 kilowatt hours or multiple technologies).

Prohibits the issuance of any permits for approval or construction of these systems on Staten Island, including those for utility or commercial use, except in industrial zones.

Takes effect immediately and applies to siting permit applications pending as of the effective date.
