Prohibits the sale, offer for sale, or distribution of expanded polystyrene containers designed or intended for cold storage (such as coolers and ice chests) beginning January 1, 2026

Applies the ban to covered food service providers, manufacturers, and stores

Exempts expanded polystyrene containers used for drugs, medical devices, and biological materials regulated under federal law

Exempts expanded polystyrene containers used for animal biologics including vaccines and other products regulated by the U.S. Department of Agriculture

Expands the definition of "manufacturer" to include producers or importers of expanded polystyrene cold storage containers sold or distributed in New York State
