Amends General Municipal Law to establish transparency requirements for mass transportation capital project districts, requiring municipalities to publish revenue projections and transportation engineering analyses at least two weeks before public hearings.

Requires analyses to include machine-readable data, methodology explanations, and specific assumptions, with public comment periods and written municipal/MTA responses posted within one month of the hearing.

Reorganizes value capture methods available to municipalities, including special transportation assessments, land value taxation, tax increment financing, and other revenue mechanisms, with total levies limited to proportionate actual benefits.

Removes the April 1, 2023 expiration date on value capture mechanisms for mass transportation projects, making these provisions permanent rather than temporary.

Applies provisions only to cities, towns, villages, and counties described in Public Authorities Law section 1262.
