Establishes ten regional industrial development agencies (one per region) to replace the current system of municipal agencies, covering all New York State counties.

Consolidates all existing municipal industrial development agencies into their corresponding regional entity upon the bill's effective date (180 days after enactment).

Removes the requirement for municipal chief executives to confirm agency decisions before providing financial assistance to projects.

Repeals sections 861 and 882 of the General Municipal Law and Title 2 of Article 18-A, eliminating outdated provisions related to the former municipal agency system.
