Requires the New York City Department of Education to employ at least one full-time substance abuse prevention and intervention specialist at each public school in the city.

Defines substance abuse prevention and intervention specialists as New York City Department of Education employees who have received substance abuse training through the New York State Office of Addiction Services and Supports.

Directs the Office of Addiction Services and Supports to make $42,553,000 in funding available to the New York City Department of Education for school-operated prevention programs provided by substance abuse prevention and intervention personnel.

Renames the Office of Alcoholism and Substance Abuse to the Office of Addiction Services and Supports.

Takes effect immediately upon enactment.
