Changes local social services districts from optional ("may") to mandatory ("shall") use of presumptive eligibility standards for child care assistance applications.

Allows local social services districts to utilize child care block grant funds for the entire presumptive eligibility period, regardless of final eligibility determination outcome.

Removes previous requirement that districts use only local funds for presumptive eligibility periods when families are ultimately determined ineligible.

Requires written notice and fair hearing rights notification when child care assistance applications are denied upon final determination.

Effective immediately with retroactive application to May 3, 2024.
