Allows Gabriel Bonilla, a former police officer employed by the Village of Dobbs Ferry from December 2005 through March 20, 2011, to participate in the special twenty-year retirement plan under section 384-d of the Retirement and Social Security Law despite missing the original filing deadline.

Requires the Village of Dobbs Ferry to file a resolution with the state comptroller within one year of the effective date certifying that Bonilla did not fail to file due to his own negligence.

Permits Bonilla, currently employed by Westchester County, to elect coverage under the twenty-year retirement plan by filing a request with the state comptroller within one year of the effective date.

Establishes that the Village of Dobbs Ferry bears all costs associated with implementing the provisions, including an estimated one-time payment of approximately $114,000 due February 1, 2024.

Takes effect immediately upon enactment.
