Covers new residential buildings with four or more units, new non-residential buildings over 4,000 square feet, non-residential rehabilitations over 4,000 square feet requiring new certificate of occupancy, and demolition of residential or non-residential buildings (with specified thresholds)

Contractors must submit documentation within 30 days of project completion; cities may withhold building permits and certificates of occupancy for non-compliance and may conduct audits

Non-compliant contractors face fines of $500 per day for failure to submit documentation and $500 per percentage point shortfall for projects over 10,000 square feet or $250 per point for smaller projects
