Requires the commissioner of the department of civil service to prepare a report on civil service titles requiring licensure under article 163 of the education law (mental health professions).

Report must identify all civil service titles requiring appointees to hold a license and current registration as mental health practitioners, including descriptions of those titles.

Report must evaluate whether salary grades for these positions are appropriate based on board certification requirements, duties, and education/experience levels.

Report must determine whether current civil service titles and career ladders for mental health practitioners are appropriate.

Commissioner must submit the report to the governor, legislative leaders, and minority leaders by December 31, 2025; takes effect immediately.
