Commissioner must conduct periodic reviews of pending applications for material changes in health technology or service coverage within three months of receiving a complete application.

Department must notify applicants of incomplete applications within 30 days and publish all application receipts on its website within seven days.

Commissioner must issue a report within 30 days of review determining whether sufficient evidence exists to warrant committee deliberation, and allow applicants to cure deficiencies if evidence is deemed insufficient.

If evidence is determined sufficient, the committee must issue a recommendation within six months of that determination.

Department must provide 45 days public notice before committee meetings to review health technologies or services, allowing interested parties to make oral presentations and submit written information.
