Allows providers of adult day health care and managed long-term care plans to voluntarily elect to use transportation management broker services, rather than being required to do so.

Makes Programs of All-Inclusive Care for the Elderly (PACE) exempt from the requirement to use transportation management brokers.

Removes the commissioner's discretion to require other plans integrating benefits for dually eligible Medicare and Medicaid beneficiaries to use transportation management brokers based on cost and quality demonstrations.

Takes effect immediately but is subject to expiration and reversion pursuant to existing sunset provisions in prior law.
