Requires the state and each municipality with control of navigable waterways to develop and file regular dredging schedules with the Department of Environmental Conservation, updated at least annually and posted on the department's website.

Mandates that when multiple government levels or municipalities share control of a waterway, they must enter into agreements specifying each party's responsibilities and establishing a mutually agreed dredging schedule.

Requires the state and/or local municipalities to develop schedules for completing preliminary or concurrent work (such as securing spoil sites) needed for federal dredging projects on federal waterways, with agreements required when multiple government levels are involved.

Exempts emergency dredging work from the scheduled requirements when such work must be completed outside the filed schedule.

Takes effect immediately upon enactment.
