Establishes a Long Island deer management pilot program in the town of Southold that authorizes the Department of Environmental Conservation to issue deer cull permits to certified nuisance wildlife specialists.

Defines "certified nuisance wildlife specialist" as a federal or state government employee or contractor responsible for wildlife management who must meet certification requirements including marksmanship certification, liability insurance coverage, and reporting requirements.

Allows certified specialists with permits to conduct deer management activities that are normally prohibited, including setting traps and salt licks, enticing deer, taking wildlife from public highways, and discharging firearms near dwellings (with proper notification and consent).

Requires the Department of Environmental Conservation to submit a report within 30 months examining the program's effectiveness in addressing deer overpopulation and property destruction, including deer population estimates, number of permits issued, and recommendations for future programs.

The pilot program takes effect January 1 following enactment and expires and is repealed three years after that date.
