Establishes a 10-day waiting period for firearm purchases, requiring dealers to wait 10 days after initiating a federal background check (Form 4473) before delivering any firearm to a purchaser.

Requires dealers to receive notice that the purchaser has passed all background checks required by federal, state, and local law before delivery.

Exempts law enforcement, federal officers, armed forces members, manufacturers/distributors/dealers transferring between businesses, licensed gunsmiths receiving firearms for service/repair, common carriers, and film/television productions using unloaded firearms as props.

Makes violations of the waiting period requirement a class A misdemeanor.

Applies the 10-day waiting period to all firearm sales including private sales at gun shows and sales through licensed dealers, replacing the previous 30-day alternative waiting period.
