Establishes a statewide central register in the Office of Children and Family Services to receive reports of elder abuse and maltreatment 24/7, with a single statewide telephone number and capability to identify prior reports and monitor adult protective services.

Designates over 30 categories of mandated reporters including physicians, nurses, social workers, law enforcement, nursing home staff, and attorneys who must report suspected elder abuse of persons 60 years or older immediately by phone or facsimile, followed by written report within 24 hours.

Creates an Elder Justice Coordinating Council with 21 members including state agency commissioners and gubernatorial appointees to facilitate interagency planning, establish community forums in eight regions, and develop a comprehensive state plan for identifying and investigating elder abuse by October 1, 2024.

Imposes Class A misdemeanor penalties for willful failure to report suspected elder abuse and creates civil liability for knowing and willful failures to report.

Provides immunity from criminal and civil liability for persons making good faith reports of elder abuse or maltreatment, including those reporting to the wrong recipient.
