Requires the New York State Energy Research and Development Authority to prepare a report with recommendations on establishing microgrids to protect critical facilities, in consultation with the Department of Public Service and Division of Homeland Security and Emergency Services.

Defines a microgrid as interconnected loads and distributed energy resources within defined electrical boundaries that can operate connected to or disconnected from the grid in island-mode.

Directs recommendations to address whether microgrids should be established at hospitals, first responder headquarters, emergency shelters, schools, water filtration plants, sewage treatment plants, and other critical facilities.

Requires recommendations to identify geographic priority areas for microgrids based on prior severe storm damage and consideration of disadvantaged communities as defined in environmental conservation law.

Mandates the authority submit the final report to the governor, senate temporary president, and assembly speaker within one year of the act's effective date.
