Authorizes county sheriffs outside cities with populations of one million or more to appoint deputy sheriffs as school resource officers to private elementary and secondary schools when local police officers are unavailable.

Requires more than fifty percent of the school's real property to be located within the sheriff's county jurisdiction and outside city boundaries for the sheriff to make such appointments.

Mandates county legislature or board of supervisors approval via local law or resolution before sheriffs may make such appointments.

Designates appointed school resource officers as employees of the private school rather than county employees or public officers.

Allows sheriffs to charge an administrative fee not to exceed fifty dollars per year per school resource officer and to revoke appointments for non-compliance with written procedures or other disqualifying factors.
