Establishes the "roadway excavation quality assurance act" requiring contractors and subcontractors of utility companies to pay prevailing wage rates to workers on street excavation projects requiring state, county, or municipal permits.

Defines "covered excavation projects" as construction work for which permits may be issued to utility contractors for street use, excavation, or opening, excluding certain service provider work under public authorities law.

Mandates that no permit shall be issued for a covered excavation project until a wage agreement has been contractually filed with the permitting department, with all future permits to include a copy of this section.

Requires contractors and subcontractors to maintain sworn payroll records showing worker names, addresses, hours worked, occupations, hourly rates, and supplements paid in compliance with prevailing wage standards established by the fiscal officer.

Takes effect thirty days after enactment and applies to all construction contracts executed and permits issued on or after that date.
