Adds definitions for "livestock guardian dog" (any dog used to protect livestock from predators) and "herding dog" (any dog trained to herd cattle, sheep, or other livestock) to the Agriculture and Markets Law.

Changes municipal licensing requirements from discretionary ("may exempt") to mandatory ("shall exempt") for guide dogs, hearing dogs, service dogs, war dogs, working search dogs, detection dogs, police work dogs, therapy dogs, livestock guardian dogs, and herding dogs.

Requires dog licenses for livestock guardian dogs and herding dogs to be conspicuously marked with their respective designation by the clerk or authorized dog control officer.

Takes effect immediately upon enactment.
