Exempts licensed professionals (architects, engineers, and landscape architects under Education Law articles 145, 147, and 148) from the general penalty provisions for false statements, subjecting them instead to disciplinary procedures under Education Law section 6510.

Requires the Department of Buildings to verify that registered design professionals and landscape architects submitting construction documents match their credentials on file with the New York State Department of Education, including address and contact information verification.

Modifies section 4 of chapter 542 of the laws of 2007 to clarify that the commissioner's rulemaking authority regarding filing privileges and sanctions is limited to grounds authorized under Administrative Code section 28-104.2.1.

Takes effect immediately upon enactment.
