Requires the Council on Human Blood and Transfusion Services to review current medical research and guidance on blood donation by patients with a history of Lyme disease and tick-borne illnesses, including human anaplasmosis, babesiosis, human ehrlichiosis, Rocky Mountain spotted fever, Powassan virus, and Southern tick-associated rash illness.

Mandates the council issue recommendations to the commissioner within 90 days of the law's effective date regarding collection, testing, and distribution of blood donations from patients with Lyme or tick-borne illness histories.

Requires council recommendations to include consideration of current medical research and suggestions for temporary or permanent moratoriums on blood collection from patients with Lyme and tick-borne related illnesses.

Directs the commissioner to provide a copy of the council's recommendations to the Speaker of the Assembly and the Temporary President of the Senate immediately upon receipt.

Takes effect immediately upon enactment.
