Requires boards of elections to send absentee ballot applications to all voters who filed an application for the previous village, primary, special, or general election prior to the next such election.

Establishes a permanent absentee ballot application list that voters can request to join electronically or by mail at any time.

Allows voters to request removal from the permanent absentee ballot application list at any time in writing, electronically, or by mail.

Section 1 takes effect immediately upon enactment.

Section 2 takes effect upon passage and ratification of a concurrent resolution proposing a constitutional amendment to authorize ballot by mail without requiring an absentee voting cause.
