Requires school emergency response plans to include "site mapping for emergency response" (floor plans, blueprints, schematics, and road maps) in formats compatible with law enforcement and emergency services software without requiring additional software purchases.

Mandates site maps be provided in printable format, oriented true north, overlaid with gridded x/y coordinates, and verified annually through walkthroughs of school buildings and grounds.

Requires site maps to include specific labeling such as building access points, room labels, hazardous materials locations, utility shut-offs, automated external defibrillators, trauma kits, parking areas, athletic fields, and neighboring properties.

Establishes "site mapping for emergency response" as an eligible expense for building aid under education law, with the commissioner to annually prescribe a special cost allowance for such mapping.

Becomes effective six months after enactment.
