Commissioner must adopt rules by December 1, 2026 to protect against deforestation of agricultural, forest, and undeveloped land and establish performance standards for timber harvesting activities.

Commissioner shall establish performance standards for clear-cuts including size limitations to protect water quality, minimize soil erosion, ensure forest regeneration, and protect wildlife habitat.

Commissioner must adopt rules requiring adequate regeneration of commercial tree species within five years after timber harvest, including minimum stocking standards and soil erosion protections.

Department is authorized to regulate timber harvesting in protected areas and may encourage selective harvesting methods consistent with tree species requirements.

Commissioner shall adopt rules allowing cold water fishery habitat enhancement activities without permits or fees when conducted by licensed foresters, and establish regulations for forest management roads, water crossings, and gravel pits in designated protection and management districts.
