Establishes a parent and student training center operated by CUNY with locations in all five NYC boroughs to support parent and student engagement in public schools.

Center shall provide training programs to help parents participate in school governance structures including school leadership teams, community education councils, parent associations, and district leadership teams.

Center must conduct outreach to increase diversity in governance structures and prioritize schools with low academic achievement, high English language learner populations, or low-income families.

Center shall assist parents and students in understanding NYC Department of Education operations, special education programs, gifted and talented programs, English Language Learner programs, school budgets, and enrollment procedures.

City of New York shall provide annual funding equal to state appropriations, not to exceed $800,000 per year; center must remain non-partisan and neutral on policy matters.
