Applies to new residential buildings with four or more units, non-residential buildings over 4,000 square feet, rehabilitations of non-residential buildings over 4,000 square feet, and demolitions of residential buildings with four or more units or non-residential buildings over 4,000 square feet.

Requires contractors to submit compliance documentation to their city, town, or village within 30 days of project completion, with local governments authorized to conduct audits and issue waivers for non-compliance.

Imposes fines of $500 per day for failure to submit documentation, and $500 per percentage point shortfall for large projects (10,000+ square feet) or $250 per percentage point for smaller projects that fail to meet recycling requirements.
