Adds section 17-0513 to Environmental Conservation Law prohibiting any person or entity from directly or indirectly discharging radiological agents into New York state waters.

Establishes escalating civil penalties: $25,000 per day for a first violation, $50,000 per day for a second violation, and $150,000 per day for each subsequent violation.

Grants the Attorney General enforcement authority and jurisdiction to enforce the prohibition under powers granted by section 63 of the Executive Law.

Takes effect immediately upon enactment.
