Amends the Election Law to require the county seat in Herkimer County to have at least one polling place designated for early voting.

Adds Herkimer County to existing requirements that mandate the largest city in each county (or municipality with highest population, or county seat in Washington County) maintain at least one early voting polling place.

Early voting polling places must be situated along public transportation routes where practicable.

Takes effect immediately upon enactment.
