Adds a new aggravating circumstance allowing judges to order humane euthanasia or permanent confinement of a dog that causes death to a companion animal, farm animal, or domestic animal while trespassing on another person's property without justification.

Maintains existing grounds for euthanasia or confinement, including when a dog unjustifiably attacks a person causing serious injury or death, or has a known vicious propensity from previous attacks.

Requires that humane euthanasia orders cannot be carried out for 30 days to allow the dog owner time to file an appeal, unless the owner waives appeal rights in writing.

Automatically stays euthanasia orders upon filing of a notice of appeal, pending the outcome of the appeal.

Takes effect 90 days after becoming law, with immediate authorization for necessary regulatory implementation.
