Adds definition of "fair housing testing" to Executive Law as covert housing investigations comparing treatment of protected class members and non-members in otherwise similar situations, including analysis of business practices and publicly available data.

Requires the Attorney General to conduct annual fair housing testing to ensure compliance with fair housing laws and report results yearly to the governor and legislature.

Annual reports must include number of tests conducted, instances of possible discrimination found, and any resulting enforcement actions.

Allows the Attorney General to contract with nonprofit organizations operating full-service fair housing programs with at least two years of fair housing testing expertise to conduct all or part of the testing.

Contractors performing fair housing testing are not precluded from pursuing all available legal remedies for discrimination discovered during testing.

Takes effect 90 days after enactment.
