Requires the New York State Board of Elections to conduct a study on implementing and impacting ranked choice voting for both primary and general elections statewide.

Study must examine voter turnout, campaign donations, implementation costs, data security, contractor and software availability, calculation time compared to conventional elections, and number of candidates.

State Board of Elections shall solicit input from county boards of elections, New York City Board of Elections, and other election administration experts.

Study may analyze ranked choice voting impacts in other states and New York City local elections.

State Board of Elections must submit a report with findings and recommendations to the Senate Temporary President and Assembly Speaker within one year of the act's effective date, and publish the report on its website.
