Requires Kerstanski to file an application with the New York State and Local Employees' Retirement System within one year from the act's effective date to receive retroactive membership.

Prohibits Kerstanski from receiving a refund of any employee contributions he made to the retirement system.

Places all past service costs associated with the implementation on the Warwick Valley School District, estimated at approximately $49,200 as a one-time payment.

Takes effect immediately upon enactment.
