Prohibits owners, operators, or lessees of heavy duty vehicles (gross vehicle weight rating over 8,500 pounds) from allowing engines to idle for more than 5 consecutive minutes when the vehicle is not in motion.

Applies to all on-road heavy duty vehicles with diesel and non-diesel fueled engines, excluding marine vessels.

Exempts idling in circumstances including traffic congestion, temperature control requirements, auxiliary power for cargo operations, emergency vehicles, mining/quarrying trucks, extreme cold conditions below 25°F, diesel emissions inspections, hybrid electric vehicle battery recharging, agricultural vehicles, and electric powered vehicles.

Establishes civil penalties not to exceed $150 for knowing or intentional violations.

Takes effect 90 days after becoming law, with authority for agencies to adopt necessary rules and regulations immediately.
