S. 5333 Summary

• Implements a constitutional amendment permitting use of forest preserve land in North Elba, Essex County for the Mount Van Hoevenberg Olympic Sports Complex, specifically for Nordic skiing and biathlon facilities.

• Limits development to no more than 322.26 acres of forest preserve land for construction, operation, and maintenance of the sports complex and related appurtenances.

• Restricts appurtenances to facilities directly necessary for Nordic skiing and biathlon operations, excluding hotels, condominiums, swimming pools, zip lines, and commercial structures above 2,200 feet elevation.

• Requires the state to acquire a minimum of 2,500 acres of forest land in the Adirondack park for addition to the forest preserve as an offset for sports complex development, subject to legislative approval with surveyed metes and bounds descriptions.

• Mandates all development comply with the Adirondack Park State Land Master Plan and be authorized through a unit management plan as required by Executive Law section 816.
