Requires all heating oil sold in New York State to contain minimum percentages of biodiesel and/or renewable hydrocarbon diesel on a phased schedule: 5% by July 1, 2022; 10% by July 1, 2025; 20% by July 1, 2030; and 50% by July 1, 2037.

Defines "renewable hydrocarbon diesel" as North American-produced fuel derived from vegetable oils, animal fats, and other renewable feedstocks meeting ASTM specifications, excluding co-processed biomass.

Exempts kerosene from the minimum content requirements.

Authorizes the Governor to temporarily suspend requirements via executive order if biodiesel supply is inadequate or meeting requirements would cause financial hardship to consumers.

Requires bioheat providers to provide written warranty coverage matching the manufacturer's warranty for burners or boilers when using bioheating fuel, unless the fuel would void the manufacturer's warranty.
