Designates boards of elections as public bodies subject to open meetings requirements under the Public Officers Law.

Requires county boards of elections to publish election notices at least 30 days prior to primary, general, special, and village elections, including polling place information, registration deadlines, early voting dates, sample ballots, and accessibility details in major languages on websites and social media.

Allows any registered voter in a county to vote at any polling place within that county and requires all polling places to have ballots for each election district.

Mandates increased transparency during vote tabulation by requiring results tapes to be posted publicly outside guard rails where the public can view, photograph, and video them, and requires results be released by election district broken down by ballot type within 24 hours.

Expands watcher appointments to allow the Committee on Open Government to appoint qualified applicants as observers at polling places, absentee ballot facilities, and canvassing boards, subject to reasonable space and logistical limits.
