Establishes licensing requirements for electrical, plumbing, and fire suppression work performed during off-site assembly of modular units in cities with populations of one million or more.

Requires licensees to maintain records demonstrating compliance for at least six years from the final certificate of occupancy and submit signed certifications before transporting modular units to construction sites.

Mandates building owners certify they hired appropriate licensed contractors for modular unit work and requires all on-site electrical, plumbing, and fire suppression work to be performed by applicable licensees with supervised employees.

Designates the New York City Department of Buildings as the enforcement authority for these requirements.

Directs the commissioner to conduct a statewide survey by April 1, 2025 examining conflicts between manufactured building construction and building codes, obstacles to compliance, usage rates, and recommendations for code enforcement.
