All tow truck operators (towers) must clean up debris at accident and disablement scenes to the satisfaction of the police officer or authorized representative present.

Tow trucks must be equipped with cleaning supplies including a shovel, broom, and container for debris collection, as well as liquid-absorbing substances approved by the Department of Environmental Conservation and Department of Transportation.

Towers must clean up oil, coolant, and gas spills and apply absorbent materials to ensure roads are clean and dry; excess spills may require contacting the fire department or hazmat team.

Cleanup services are included in the towing fee with no additional charges permitted to customers.

Violations are subject to civil penalties of $100 to $500 per violation, enforceable by the Attorney General or municipal authorities; municipal employees operating tow trucks are also subject to the same cleanup requirements.
