Increases civil penalties for violations in adult care facilities from $1,000 to $2,000 per violation per day, and up to $5,000 per day for repeat violations.

Allows suspension or limitation of operating certificates without a hearing for up to 60 days (extendable an additional 30 days) when public health or resident safety is in imminent danger.

Expands the definition of violations that cannot be excused by rectification to include endangerment (fire safety failures, unsuitable resident retention, systemic noncompliance) and harm to residents (physical harm, property loss, rights violations).

Prohibits referrals to facilities under enforcement action by hospitals, residential health care facilities, social services districts, and other entities; establishes new authority to prohibit new admissions when imminent danger is identified.

Requires adult homes and enriched housing programs to post approved admission agreements on websites and provide inspection reports to prospective residents and resident councils within specified timeframes.
