Amends New York City Administrative Code to allow police officers with previous service as traffic enforcement agents to count that time toward police department retirement and pension eligibility.

Requires officers to pay back contributions to the police pension fund for the period of traffic enforcement service as if they had been police officers from the start of their traffic enforcement employment.

Permits officers to "buy back" service credit for their previous employment as traffic enforcement agents to receive full pension benefits.

Exempts these provisions from civil service law restrictions and regulations that would normally apply to transfers.

Takes effect immediately upon enactment.
