Requires all health insurance policies providing physician services or comprehensive medical coverage to cover comprehensive neuropsychological examinations for diagnosing dyslexia and assessing psychological, emotional, and educational wellness needs.

Applies the coverage requirement to three insurance law sections: Article 49 (individual policies), Article 49-A (group policies), and Article 49-B (health maintenance organizations).

Prohibits insurers from excluding coverage for screening, diagnosis, or treatment of dyslexia as a medical condition otherwise covered by the policy.

Takes effect January 1 of the year following enactment and applies to all policies issued, renewed, modified, altered, or amended on or after the effective date.

Addresses legislative findings that dyslexia affects approximately one in five children, comprehensive neuropsychological exams cost over $6,000, and are currently not covered by health insurance, creating financial barriers to diagnosis.
