Amends Agriculture and Markets Law Section 122 to define "hunting dog" as a dog used for hunting or training purposes under Environmental Conservation Law Section 11-0923, wearing owner contact information, and compliant with Section 109 of the Agriculture and Markets Law.

Allows hunting dogs to be deemed under reasonable control and not running at large if the owner/trainer/handler is on property where hunting is permitted, intentionally released the dog to hunt on permitted property, and can demonstrate a valid hunting license.

Exempts qualifying hunting dogs from violations of local laws or ordinances regarding dogs running at large, provided conditions are met at time of recovery or seizure by authorized enforcement officers.

Permits charging owners, trainers, or handlers with violations of local dog control ordinances if the hunting dog and handler do not comply with the specified requirements.

Takes effect immediately upon enactment.
