Requires the district attorney or court to provide crime victims, parents or guardians of minors, or surviving family members in homicide cases with an informational pamphlet detailing victims' rights at sentencing or earliest possible time.

Expands pamphlet contents to include information on victims' rights to register with the Department of Corrections and Community Supervision's Office of Victim Assistance for notifications regarding defendant release, parole board interviews, and victim impact statements.

Adds requirement that pamphlet inform victims and surviving family members of their right to obtain free copies of parole hearing transcripts.

Requires the Division of Criminal Justice Services, in consultation with the Office of Victim Services and Office of Victim Assistance, to develop a standardized compliance reporting form for district attorney offices, with annual reports due by January 1st.

Becomes effective ninety days after enactment.
