Requires environmental assessment statements to include measurement and analysis of climate change impacts including surface air temperature changes, atmospheric chemistry changes, extreme precipitation changes, drought risk changes, and sea level changes for every aspect of a proposed action.

Mandates calculation of carbon footprint per person per building block before and after a proposed action under a reasonable worst case development scenario, where applicable.

Requires a one hundred-year reasonable worst case development scenario period for assessing potential flooding risks and environmental impacts for the life of any new building in a proposed action.

Directs the environmental conservation commissioner to update all state environmental quality review rules and regulations no less than once every five years to account for changes in reports from the Intergovernmental Panel on Climate Change and the New York City Panel on Climate Change.

Effective 90 days after enactment, with authorization for rules and regulations needed for implementation to be adopted before the effective date.
