Authorizes licensed pharmacists to administer FDA-approved reversible progestin-only contraceptive injections under non-patient specific orders from physicians, nurse practitioners, or the health commissioner.

Requires pharmacists to provide patients with a self-screening risk assessment questionnaire and fact sheet before administering contraceptive injections, and to notify the patient's primary health care practitioner within 72 hours unless the patient opts out.

Mandates that pharmacists receive training satisfactory to the commissioner and conduct risk assessments at minimum annually for returning patients before administering injections.

Allows pharmacists to refuse to administer injections if they determine in their professional judgment that potential adverse effects or interactions could endanger the patient's health.

Authorizes the health commissioner to establish a non-patient specific order process for the dispensing and administration of FDA-approved reversible progestin-only contraceptive injections by pharmacists; takes effect one year after enactment.
