Prohibits the sale of cleaning products containing triclosan, triclocarban, or derivatives of these antibacterial compounds within New York State, with an exception for products used solely in medical facilities.

Defines "cleaning products" to include dishwashing liquids, laundry detergents, fabric softeners, disinfectants, antibacterial soaps, hand sanitizers, body washes, shampoos, and conditioners, among other items.

Authorizes the Department of Environmental Conservation to promulgate rules and regulations necessary to implement the prohibition.

Establishes civil penalties of up to $1,000 per day for each violation, and up to $2,500 per day for each subsequent violation, with the ability to seek injunctions against violators.

Takes effect 18 months after enactment, with rulemaking authority effective immediately upon passage.
