Prohibits clipping or cutting the ears of dogs unless performed by a licensed veterinarian under anesthesia and deemed medically necessary to protect the dog's life or health.

Creates new misdemeanor offense for tail docking of dogs, with penalties of up to $500 fine, except when performed by a licensed veterinarian for medical necessity to protect the dog's life or health.

Exempts dogs whose tails were docked, cut, or altered prior to August 1, 2024 from the tail docking prohibition.

Increases penalties for illegal ear clipping from existing law to include up to one year imprisonment or $1,000 fine or both.
