Expands health insurance coverage eligibility to surviving domestic partners of New York City Fire Department members, in addition to surviving spouses.

Allows surviving spouses or domestic partners of active or retired Fire Department members to elect health insurance coverage within one year of the member's death.

Requires surviving spouses or domestic partners to pay 102 percent of the group rate for coverage, with the additional 2 percent designated to cover administrative costs.

Extends the definition of "retired member of the fire department" to include emergency medical technicians (EMTs) and advanced EMTs, as well as supervisors of those positions.
