Establishes an electronic absentee ballot submission system allowing voters to return marked ballots electronically or via email through the state board of elections.

Restricts electronic ballot submission to voters residing outside the United States while maintaining New York voting eligibility or voters with disabilities unable to independently mark paper ballots.

Requires county boards of elections to maintain systems capable of receiving and processing electronically submitted ballots, including digital and typed signatures, in accordance with state board specifications.

Ballots submitted electronically are considered filed on the date initially transmitted by the voter, notwithstanding other provisions of election law.

Takes effect January 1 of the year following enactment, with authority for the state board of elections to promulgate necessary rules and regulations immediately upon passage.
